Senator Ferns moved to amend the bill on page five, section five, lines five through eight, after the word “law,” by striking out the remainder of the section and inserting in lieu thereof “any operator that elects to develop leases jointly pursuant to this section shall pay to the owners of the surface one well pad fee of $100,000, as indexed to the consumer price index, for each tract of land upon which any portion of the well pad sits.”
